Prior to coming to AALE
Joe was with Catapult Learning a division of Educate, Inc., the
parent company of Sylvan Learning, Hooked on Phonics, and
Education Station. At Catapult he was Executive Director of
Education Quality responsible for management and evaluation of
all supplemental services teacher training and program
implementation activities for the East Region. Before that Joe
was a Senior Associate with La Luz Training LLC. There he was
responsible for strategic business development and planning and
was the principal manager for development and delivery of La
Luz's educational training, management development, and
technical assistance programs. He designed and managed the
2000-2001 program development evaluation of 19 charter schools
for the D.C. Public Charter School Board and conducted this
evaluation with six charter schools in 2002-03 and six more in
2003-04.
Joe came to La Luz from
the George B. Thomas, Sr. Learning Academy, Inc. where he was
Executive Director, responsible for strategic development and
management of all organizational operations for ten student
tutoring centers that serve over 2000 youngsters in Montgomery
County, Maryland. He also was responsible for management of the
Learning Academy grants and of its partnerships and alliances
with governmental and school district agencies. Before that Joe
was Vice President of Educational Research Service in Arlington,
Virginia, a private, not-for-profit organization that serves the
reform, research, and school improvement needs of educators
across the country.
Joe has been a Senior
Program Associate for the North Central Regional Educational
Laboratory where he was Deputy Director of R-Tec, a business
unit charged with widespread dissemination of technology-based
products and services and also the Director of Rural and Small
School Initiatives. He was Training and Development Director for
Learning Institute, the teacher training division of Learning
magazine, a Senior Research Associate at Research for Better
Schools, Inc, and a teacher in both public and proprietary
schools.
Joe has a Master's
degree in Education from the University of Pennsylvania, a
Master's degree in Anthropology from Brandeis University, and a
Bachelor's degree in Anthropology, also from the University of
Pennsylvania. He is listed in Who's Who in American Education,
is a former member of the International Technology Education
Association Standards Development Team, and has been on the
selection committee of the National Association of Secondary
School Principals Principal of the Year award. Joe is on
the editorial board of the Journal of Research in Rural
Education and he is a manuscript reviewer for the Journal
of Educational Computing Research, Journal of Staff Development,
Review of Educational Research, and the Teachers College
Record.
